Scapegoat

Characters who unfairly suffer in the most severe circumstances. These villains are not only the most sympathetic, but also the most tragic if they fall in that category.

Note: Just because a villain is tragic, insecure, anti-villains, extremists, on & off, mischievous, remorseful, villains by proxy or all doesn't mean they are scapegoats, as some can commit crimes too heinous to be excused (e.g. Walter White).
